This was at a restaurant, a self serve, brew at the table, tea maker.
Pictured here is mango green tea. You just put the maker over your glass and the tea comes out.

Not much different than the desktop tea brewers that use the traditional pour spout. The design makes it, perhaps, more fun to use than pouring out the tea.
